Project “A model for more”

Development

The “Model for more” project is implemented by the Center for Citizens’ Initiatives in partnership with Witkac Sp. z o. o., the local government of the Pomeranian Voivodeship and the Asociacion Smilemundo from Barcelona (foreign partner). The project is implemented under the Operational Program Knowledge Education Development 2014-2020 co-financed from the European Social Fund.

The goal of the project is to create, in cooperation with a foreign partner, a solution regarding cooperation between local government units (LGUs) and social economy entities in the provision of public services, including caretaking, health, transport, local recycling and maintaining cleanliness. This goal will be achieved thanks to the increase of knowledge of local government employees on the introduction of social clauses in public procurement and social activation of the social economy by raising the level of knowledge and increased implementation of public services.

The idea of the project is to prepare a model solution based on the experience of the Barcelona local government, which on the one hand will increase the introduction of social clauses by local government units in Poland, on the other hand, it will foster social economy solutions and make the implementation of public tasks commissioned by local government units more feasible.

The project includes:

  1. an educational tool (internet platform) will be created to support the social economy
  2. new solutions will be implemented in the Pomeranian Voivodship in the application of the Model for the introduction of social clauses in the commissioning of social services and public procurement.

Cooperation with a foreign partner will allow the transfer of the experience and knowledge of the Barcelona local government in the field of the problems identified in Poland regarding the insufficient number and scope of social services provided by the social economy and the low level of use of these services by public administration entities.
